About restricted keys and common keys in encryption
Backup Exec has the following types of encryption keys:

Anyone can use the key to encrypt data during a backup job and to restore encrypted data.

Restricted

Anyone can use the key to encrypt data during a backup job. If a user other than the key owner tries to restore data that was encrypted with a restricted key, Backup Exec prompts the user for the key’s pass phrase. If the user cannot supply the correct pass phrase for the key, the user cannot restore the data.
